This type of primitive figure is found in the Middle Hill, Western regions of Nepal, especially in Humla and Jumla. They are known as bhairaghi, as in "the one who has gone out", and were usually ordered by the local shaman for one of the villagers who was leaving or "going out". They would often be found outside, or under a primitive roof structure, perhaps in groups in a circle. Possibily, this is a figure of a muscian, as clearly there was something held in his hand, and he appears to be singing.
